Mystery of the missing cath lab POLITICIANS are calling for more information about the removal of the mobile cath lab from University Hospital Waterford (UHW). The lab was installed to supplement the main lab at UHW, performing diagnostic procedures for heart problems. Work to upgrade the main lab has been stopped becaue of restrictions imposed by the Covid-19 crisis, so there is now no functioning cath lab at UHW. All cardiac procedures are being conducted at UPMC’s Whitfield Hospital where a new cath lab has been installed. Sinn Féin TD David Cullinane says this lab is only operating Monday to Friday, as was the main lab at UHW. It was concern over the parttime operation that led to the installation of the mobile lab. “My understanding is that all cardiac procedures in Waterford are now being carried out in Whitfield, none are being carried out at University Hospital Waterford,” Mr Culinane said.

He complained about lack of information for the public. “I think it is regrettable that the information wasn’t publicly made available, given to Oireachtas members, but also made available to the public so people know exactly what is happening, where the services are located and what services are available,” he said. Shops re-open as protests continue A NEW Shop Waterford Support Local campaign has been launched as some shops and businesses across Waterford city and county reopened for the first time since the Covid-19 crisis began to bite. The campaign, which is supported by business owners from Waterford city, Tramore and Dungarvan, aims to encourage all Waterford people to support local in every purchase. A video campaign has been developed by Waterford.fyi in partnership with the City and Town Centre Management groups. It features 17 business owners from the city, Tramore and Dungarvan. They include Morris’s DIY, Waterford, where Seamus Reynolds said: “I would be a major, major fan of shopping local. I think it’s really critical, and particularly in this time, that we support local businesses, it’s so important. Instead of ordering online, and it takes two or three weeks to come, what we try and do with my kids, is go into the retailer because chances are, they might be able to order it and get it in for you.” As part of the phased re-opening of business,

Meanwhile, one group of retail workers who have lost their jobs, are fighting for better redundancy terms. Up to 2,000 Debenhams workers in Waterford, Dublin and Cork, lost their jobs when the company was formally liquidated. The workers contend that approximately half the stores are profitable and point out

that the online business is still active. WCTU says the company has “refused to provide a redundancy package to loyal employees (and) has left it to the State to provide statutory redundancy payments to the workers.” WCTU has called on all workers to refuse, in solidarity, to assist if Debenhams attempt to remove stock from any of its facilities.

The South East Patient Advocacy Group said it was very concerned at the removal of the mobile lab “given that the main cath lab at UHW is currently shut down.” In a statement it said: “The main cath lab was initially to be closed for 12 weeks from early February whilst the equipment upgrade was carried out, and it was our understanding that it was due to re-open this week. “We need clarification on this very serious situation immediately. Why did our elected representatives not know about this move? Why were they not notified about it? Why did they not bring this to our attention?” Mr Cullinane said he had been told that work on the main cath lab would start again shortly.

‘Chicken and egg’ terms halt housing development TWO housing developments in Waterford county were blocked by what an architect has called a “chicken and egg” dilemma. The problem is that Waterford council won’t grant planning permission until the infrastucture for water and waste water has been upgraded but Irish Water won’t upgrade the infrastructure unless it is sure planning will be approved. The developments were intended for Lemybrien and Ardmore and would have provided 52 houses. The problem is not unique to Waterford. It has arisen in other local authority areas, according to Waterford architect David Merrigan. He said it was a particular problem for small developers who were being asked to spend a fortune on a wastewater infrastructure with no certainty that planning permission would be granted. In 2018, Mr Merrigan, a director of MDP+Partners Architects, assisted Michael, Paudie and Séamus Veale and their brother-in-law Denis Lillis in seeking planning for 16 houses on an eight-acre site purchased in Lemybrien.

Irish Water supported the development and gave a commitment to do the necessary infrastructural work after planning permission had been obtained. The Veales undertook lengthy pre-planning talks with Waterford council and spent money on meeting legal requirements and preparing reports. But the council refused planning permssion, primarily because the site was “not serviced by an adequate water supply or wastewater network”, Mr Merrigan told the Irish Examiner. Irish Water says it has no plans to upgrade the infrasructure, based on the present population. Mr Merrigan believes upgrading the infrastructure could form part of development charges if planning were granted. The Veales have appealed the decision to An Bord Pleanála. Waterford City and County Council, meanwhile, has frevealed a sharp drop in planning applicationas since the Covid-19 crisis set in. A total of 48 Planning applications were received in the month of April compared to 78 for the same month last year.

Just carry on borrowing folks

N

either a borrower nor a lender be, warned Shakespeare’s Polonius. He was a counsellor to the king of Denmark. It’s well he is not advising our present Government for they are borrowing at a rate that would give the old bore a seizure. My mother would have agreed entirely with Polonius. She had a horror of debt and liked to pay for services as soon as they had been delivered. She was baffled at the lack of business sense displayed by some tradespeople who would send out their bills at the end of the month, instead of demanding instant payment. My father, who took a more relaxed view of such matters, sometimes had to restrain her from calling at their premises to discover what was causing the delay. Some of my mother’s principles must have rubbed off on me, for I tend to come down on the Polonius side of the debt debate.

But not in the case of present Government borrowing. Borrow away, I say, and lose no sleep over how it will be repaid. It could cause problems in the future, but if they don’t borrow now, we may have no future, or at least not one that most of us would care to contemplate. In fact, I don’t think this borrowing really will cause problems in the future. Our grandchildren and great-grandchildren may still be paying off these loans but, on past experience, they won’t even be aware of it. The government of the day

borrowed heavily when the economy crashed in 2009. It borrowed, not to get out of recession, but just to keep the country afloat, and there were were dire warnings from economists and politicians about how the next generation would suffer. It didn’t.

By clever management, the Department of Finance was able to swap high-interest loans for loans with a lower rate of repayment. Then interest rates fell everywhere, so repaying our debt became relatively painless. The debt didn’t go away but it didn’t hit anyone in their pocket

- and that’s what matters to ordinary families who budget in hundreds, not billions of euro. Maybe if we hadn’t borrowed so much we could have spent a bit more on health or housing. Maybe. But we’ll never really know because lots of other things happened that also affected the government’s ability to spend and the tax it had to impose. The State made money on its investment in Nama and its shareholding in Irish banks. It squandered money on the National Children’s Hospital and ridiculous transport schemes for Dublin that were scrapped before they ever got going. It intervened when an insurance company went bust and wasted a fortune on trying to bring in water charges. But it stuck to its guns on the rate of corporation tax, yielding a bonanza from foreign companies that was way beyond predictions. So some taxes went up and some came down, levies were imposed, a social charge was introduced. Did any of this flow

from that initial government borrowing? Who knows? What matters is not government borrowing but government competence and its ability to keep repayments at a tolerable level. So borrow away, I say. We can do so because the last two governments got the Irish economy into reasonably good shape and we are trusted on world markets. And we can do so because we are being backed by the European Central Bank. It won’t pay our debts but it will go guarantor for our loans, providing they are for sensible purposes aimed at restoring the economy. We have never been in such a fortunate position at any other time of crisis. And we will never be able to borrow so cheaply again. It may seem a bit mad; my mother would certainly have thought so. But since I opened this column on such a high cultural note, let me finish with more from the wisdom of Polonius: “Though this be madness, yet there is method in it”.

Hospital develops online nurse link

NURSES at a Waterford hospital have pioneered a communications system which has beern adopted by more than 40 other hospitals worldwide. The cloud-based system uses video conferencing and live presentations to keep everyone up to date on changing guidelines, policies and procedures. This easy sharing of information is helpful when nurses are deployed to an area where they do not normally work, or even to another hospital. It has proved invaluable during the Covid-19 crisis when such transfers have become more frequent. Whitfield hospital in Waterford was the first of more than 40 UPMC hospitals worldwide to schedule nurses using this Teams Shift application. In Ireland it is also being used in Carlow, Kildare and Cork. “This technology has been essential as we adapted to the realities of Covid-19, when rapid communication and the seamless sharing of information are critical,” said Gwen Daniels, chief nursing officer for UPMC in Ireland.

WATERFORD city has been promised new walking and cycling facilities and improved public transport. The move is a response from the Department of Transport to the Covid-19 crisis. It is aimed at better social distancing but the intention is to provide some facilities that will outlast the crisis. Minister Shane Ross says he is working with local authorities to develop “mobility frameworks” that will set out specific plans for widening footpaths, protected cycle facilities, new contraflow routes, and enhanced pedestrian priority zones. The first of these frameworks is being developed with Dublin City Council and it is intended to implement similar plans in Waterford, Cork, Limerick and Galway “The works identified will be funded through my Department’s sustainable mobility investment programme,” the minister told the Dáil. RENTERS in Waterford could save more than €5,000 by getting themselves on the property ladder. The latest rental price report from Daft.ie reveals people in Waterford renting one, two, and three bedroom properties can be paying more than double the mortgage payment on the same property. But families renting homes with four or more bedrooms might be better off remaining in the rental accommodation rather than looking for a mortgage on a similar property. The average rent on a onebedroom property in Waterford City now stands at €762 per month. However, the mortgage comes in at just €306 per month - a €455 difference or 60% gap. The tenant could save €5,460 per annum by getting a mortgage on a similar property. In Waterford county rents

stand at €698 per month while the mortgage is just €348, a €350 difference or 51% gap. It’s a similar story with the city’s two-bed properties, where the average rent is now €842 per month, however, the mortgage stands at €399 – a difference of €443 or 35%. Those renting two-bed properties could save €5,316 per annum by buying a similar property. In Waterford county two-bed rents come in at €785 per month while the mortgage is just €408, a €377 difference or 48% gap. The rent on a city threebed stands at €971, while the mortgage on the property is €588 – a €383 per month difference or 40% gap. There are even greater savings to be made in the county. Rents on a three-bed stand at €905, while a mortgage is €323 less at €582, an annual saving of

€3,876. The Daft report shows that city landlords of four-bed homes are making just €36 a year by renting the property, receiving €1,070 per month on rent but paying €1,067 on the mortgage. In the county, landlords are receiving €998 per month rent on a four-bed but are paying €1,139 on their mortgage repayments - a loss of €1,680 per annum to the landlord. Owners of homes with five or more bedrooms in the city are also losing money. They are only getting an avetage of €1,194 per month on rent, while forking out €1,225 on the mortgage. In county Waterford, landlords of properties with five or more bedrooms are in the same boat ,getting €1,114 per month on rent, while paying a mortgage of €1,174 – a €720 loss over the course of a year.

Living with long term health issues

The HSE’s Kate O’Connor provides practical advice for people living at home with long term health conditions during Covid-19 eople living with a long-term health condition may be more at risk of serious illness if they get coronavirus and need to take extra care to protect themselves. It is also really important that they continue to manage their long-term health condition at this time. A long term health condition is any that lasts longer than six months and that can be managed but not cured. Examples include Asthma, COPD, Diabetes, Heart Conditions and Stroke. During this time of uncertainty, our daily lives have changed a lot. If you have a long-term health condition you still have to do the things that help you stay well. • Set a daily routine. Get up, get dressed and get moving. • Continue to monitor your condition. • If your condition worsens call your GP or hospital to get the advice you need.

Right now it is more important than ever that people seek help early if their condition worsens. Both GPs and hospital teams are still there for all those who need them. The key messages for looking after your long term health condition are: • Continue to monitor your long-term health condition • Continue to take your medications • Mind your mental health • Eat well • Keep active • Stop smoking • Reduce alcohol intake Plan a daily routine which includes your checks. Responding to changes quickly helps keep your long-term health condition under control. Follow your care-plan if you have one. Medications Keep taking your regular medications. Make sure you do not run out of any medication. Talk to your GP or pharmacist if you have any concerns. Or-

der your medication over the phone so that it is ready for collection. Many pharmacies offer a delivery service. Or you can ask someone you trust or phone your Community Call helpline if you need help to collect your medication. Make a list of your medicines. This is important information to give to health workers if you become sick. Mind Your Mental Health Being stressed about COVID-19 is normal and not unexpected. Stress and worry can make your underlying condition worse. There are things you can do to help you get through this time. Plan your day, include some nice activities, eat healthy foods that you enjoy and keep active. Make a daily routine which includes chatting with someone at least once a day. If you need advice talk with people you respect and trust such as your family, friends or your healthcare team.

Keep Active It is still important to keep yourself active by getting up and moving around as much as possible. If you have a garden or balcony, spend time outside to get fresh air and vitamin D from the sun. Include being active as part of your daily routine. Check with your usual healthcare provider for advice

about exercise suitable for you. Cocooning Some people who have a longterm health condition need to cocoon. Cocooning means you should stay at home and avoid face-to-face contact at this time. People who are cocooning should minimise contact even within their own home. People who need to cocoon include people over 70 and people with severe asthma or severe COPD. Humble Hawthorn – Magnificent Mayflower

My favourite Hawthorn tree near Newcastle (Photo: JC Ivory) Over the last couple of weeks the countryside has become adorned and lit up with an exuberance of snowy white blossoms. Hedgerows, field boundaries and trees seem to be dressed as for a wedding or a communion. What is responsible for this resplendent erumpent display? It is the Hawthorn (Crataegus monogyna). This native, deciduous tree, which in winter looks so stark, bleak, gnarly and tough with vicious thorns, in May breaks into wonderous blossom. The timing of its’ flowering gives rise to its more common name the Mayflower. It is the white blossom of the Hawthorn that Shakespeare refers to as “the darling buds of May” in one of his most famous sonnets – Sonnet No. 18: Shall I compare thee to a summer’s day? Thou art more lovely and more temperate: Rough winds do shake the darling buds of May,
